if you want to change your site URL so its not problem just old all pages redirect on which related page like your site URL www.example.com/web-design.aspx and if you want to change like www.example.com/website-design.aspx so simple redirect old URL on this new URL.

some days your site ranking and PR will down but after google get all your site data or 3 or 4 time google will cache your all site pages after that you got all ranking and PR back

I have changed sites in the past from .aspx to .html. When changing it, for example YourInternalPage.ASPX to YourInternalPage.HTML you will lose all links which are pointing to YourInternalPage.ASPX result will be that this page will drop in PR and ranking for the keywords you have in search engines.

You can add a redirect but this only helps to direct traffic which are entering via search engines to the correct page for a while.

So in general I must say that changes like this have big impact on all your internal page. Home page will stay the same and will not really get affected by the change. So better not change it and try to improve the ASPX website.
