    Yes you can get rdp access for this price, look around in advertising section, I've seen a few in the past few weeks. Don't know how reliable they are though.

    You MIGHT get RDP access at that price, but you will not get a full windows 2003 VPS for $10 a month.

    if you can raise your budget to $50 atleast, you can find windows VPS but not unmetered. Many small hosts are giving pirated windows on VPS at cheap cost which is highly unrecommended

    I doubt you will find something like that seriously.. Windows 2003 licences alone are usually in the $10-15 dollar range..
