Learn how to make web layouts in photoshop and how to slice them first. You have ton of tutorials of it on various sites.
You'll need a lot of creativity and hard work to master this.
After that go to w3schools to learn HTML and CSS.
Again, you'll need hard work to master it, but forums and google are best friends when it comes to that.
Anyway, I wish you good luck with your designs and can't wait to see some of your work soon :).

start with learning how to code properly, there are loads of tutorials online (x)html to start, then style with CSS, javascript then move onto a scripting language such as PHP or ASP.net, w3schools is a good one. Most of all learn how to semantically code i.e not using tables for layout and for web accessiblity.

I want to make you think to be sure of one thing - web designer or web developer or both. To be a web designer, you need to have better performance mainly in graphics like adobe photo shop.

I learned how to make static sites in html and css for ten years. If you want to learn code, you can do that with the sites
    listed above.

If you just want to make sites and not have to learn code, learn Joomla or even Wordpress. You will have a better
return for the time spent if you learn Joomla. Learn xhtml, .css ( cascading style sheets ) and a little .php to learn how to make templates for Joomla.
