From an algorithmic point of view, I think that relevancy is not as important as many people believe. However, if you go and get a bunch of links on blogrolls (for example) from sites that link out to other non-relevant sites, a manual review of your site could land you in some trouble. High PR links from non-relevant sites definitely help your rankings, so I wouldn't worry too much about relevancy unless you're paying for loads of irrelevant links and these make up the majority of your link profile.
From a high PR backlink you can get PR juice but very little actual traffic, your PR might go up due to the fact that another high PR site has linked to you, so if your only aim is to have high PR for your site, then it is worthwhile to get high PR backlink.
I cannot backup this phrase that relevancy is too much important. Recently i built a insurance website, got backlinks from DP and WA and also from one of my old PR2 directory. With this small effort i easily gained PR4. Now i don't know what people actually thinks about this...
if you have good high PR link so you can get good backlink and PR if your backlink and PR will improve so automatically gogole daily update your site data and get good ranking if your ranking will good so traffic will come
