    yes buddies.... it has been confirmed by xoom - i personally confirmed with them:

    They said - they due to RBI terms you cannot transfer money to india from an indian paypal account but the option of paying through NON-Indian paypal account to your bank account with xoom is working.

    This is very sad very sad... no way left for indians to make some true money... first the inflation and second this regulation i dont know what this government is up to... they are just blocking all access to life...

    Have to thing seriously on this...

    It seems RBI doesn't want our $$$ for India.

    regarding tax, a freelancer earns very less compared to most business owners in India , most business people in India never know whats a PAN or never care to pay his tax or show his real income. why target only freelancers who gets money from paypal and his money comes clean to a Bank.

    RBI should explain this.

    Great News!!!

    I got my transfer completed from xoom. I had initiated this on 18th feb and the money got credited into my account today. Not sure about the future transactions with xoom, but this is definitely a sound of relief.

    Shall We send "Telegram TO RBI " WHY ARE YOU BLAMING FREELANCER LIFE..."

    Shall we send Telegram to RBI how can we transfer our earning to our Bank account..

    Mostly Freelancer are honest people many are having pan card & pay TAX regularly I too paid 3 time TAX already .. But now we can't get our fund quickly ...

    Shall we intimate our problem to RBI to solve this matter Quickly..

    The only way I think we can do sending TELEGRAM TO RBI to solve this problem... (because we can't fight in street like Telugana strikers ) we have tight schedule & regular works all freelancer's work place are different so the only way we can intimate our problem is sending Telegram if everybody ready means we can daily send more Telegram to RBI ???? Please discuss & suggest your IDEA...

    It seems RBI had put restriction on Xoom also. So, currently Indian PayPal users can not use Bank account withdrawal and Xoom.
    So, only Cheque and cc (Credit Card) withdrawal are now available for Indian PayPal users.

    I just received a refund message from xoom and i am still confused, dunno what to do now?
    I don't have a CC and PP cheque option is too late for me :-(

    Same situation here. My two transaction got canceled and I got the below information from XOOM

    "Effective as of February 19, 2010; unfortunately, we are unable to process this and further transactions due to regulatory matters associated with PayPal Intra-India transactions. We have canceled and are in the process of refunding your recent transaction back to your PayPal account. Intra-Indian transactions are defined as being initiated and being disbursed in India."

    RVI, PayPal are very happy giving us trouble. From so many days we are hearing that they will fox the issue as soon as possible. We want to know - When you will fix the issue PayPal? It really sucks. I don't have any more trust on PayPal. Even my bank is saying that I am unable to withdraw money through CC. What a bad situation.

    Could you please confirm whether your client paid through PayPal to Xoom or using any credit cards? I heard that Xoom works with non-Indian PayPal account. Please confirm
