any help for keyword optimization

Hi all,
I tried my best for seo of my website. it's generally belongs to a city. In short it's an Online Professional Directory..
so that, i was concern with relevant keywords. I tried for that, but it didn't worked. there are not much website, running relevant content for the city. so my question is, if there is no relevant content on another websites, why not my website get ranking on search engine?

 

firsy you search in google your main keywords and you can get top 10 result that's means you can get 10 competitors URL https://adwords.google.com/select/KeywordToolExternal than 10 competitors each URL put in Website content box you will get good high search volume keywords
