Do I have to edit the whole template for adding meta tags to all my posts?
Can it be done by editing the html of the post itself? If yes, how?
    I use blogger.

google doesn't take em into account in their algorythm any more . So it's a big waste of time to create them + competitors look at them ans can "steal" your keywords.

The keyword meta tag is useless.
The reason is because people simply starting stuffing keywords into the tag, whether they were relevant to the page or not. So now, google and others determine you pages keywords by its content and the text used by other sites to link to you.

Stuffing keywords only serves to indicate efforts to your improve serp. It doesn't work, stop doing it. Believe that people behind the search engines algos aren't dummies. There's debate on if keyword stuffing actually harms your position.

Meta description has little direct value, but should still be used. Again, a nice, brief, accurate unique description for each pages content.

A properly designed page title is fairly important.

    From Matt Cutts, himself.

    http://googlewebmastercentral.blogspot.com/2009/09/google-does-not-use-keywords-meta-tag.html

If that's not answer enough.. I give up lol.

The keyword tag hasn't been relevant for years.
You should now remove 'seoexpert' from your username.

Ya, the meta tags are not considered for rankings now but you can say the description appears in search results and title is used for crawling; so it will be a good practice if you will have those meta tags perfectly written with your keywords.
