    yes, of course!
The very first thing you must do is to send them an email about it and call them on phone referencing the problem and your email. Try to collect the complete requirements to remove the limitations and note all of them very carefully so that you may not miss even single one of them.
After that collect all the things you are required, and reply to the email with those documents after you get a response from their side. You may avoid calling them again until it is very essential.
Once you think you have completed all the requirements, you may wait for the email or call for the second time to speed up the process at their end. It is possible that the support section may process your documents live.

This must be the fastest way to get out of THE PAYPAL PROBLEM, still some mistake or bad luck may leave you struck for long, and even fastest processing may be a few days long, so Keep Patience

First check the email. Only enter your password, if the original message was sent by PayPal. (_______@paypal.com) There are even more phishing trials nowadays. Enter your data, link a credit card and upload a photo ID (drivers' license). You become Verified status after 4-5 mins of entering your credit card number. Good luck!

Be very cautious, Xoomerz - That looks very much like a spoof email I have received many times. If you check the source code of the message, you may detect an issue. I would suggest you log into your paypal account (do NOT use the link provided in the email...type the address into your browser). On the landing page of your account, if you really are in a limited status, it will tell you that.
I'd say it may well be a spoof.

Hmm I really don't trust paypal hey. They seem to love freezing and limiting peoples accounts. Pretty much how they make all their money.
