    I use most of the systems noted by users here but you do need to have a plan of execution that you will follow through as well as making sure the links look natural to google by mixing it up. I also use the system in my sig that works wonders and its totally free.

    Absolutely. I believe Social Bookmarking is an effective and safe way to build backlinks. Also make sure you submit your site (and individual pages) to various vertical and horizontal directories which are related to your business/industry.

    But don't be too fast in building backlinks. Go steady or else Big Daddy Google might penalize your site. Good luck!
