Best suggestion so far on this thread I do this with excellent results, try it Because one flaw of blogs is the internal linking which is pretty much easy to do with static pages, but difficult with blogs due to the dynamic nature of the blog platforms and google gives very much importance to this linking structure as it is considered that a page with good internal linking is easy for a visitor to surf around, and this factor comes into play when u are competing for a very harshly competitive keyword and up at the top each factor comes into play
I'd recommend the blog mainly due to the fact that it can have the plugins. You'll find there's some really powerful SEO plugins available, aswell as a lot of layouts and themes ready made. Not only that, but it's easier to maintain than an ordinary website.

The main factor that helps a get a blog a better search engine rank is it's build and well the site structure of blogs can be easily processed using sitemap plugins while the same is very difficult for static sites.
