    It is really Good to use alt tags. Best way to check you website's code is search engine friendly or not, is to Check the W3c Validation.

    I would use the alt tag as below:
    <img src='./Images/kareena.jpg ' alt='Free Wallpaper of Kareena Kapoor' height='200' width='150' border='0' /></a></td></tr>

    I use ". That seems to work.
    Not sure if using a ' makes any differance.

    ' and " does not matter. If you use php code then you have to use ', thats what I do.
