you need to build sqeeze page.. then when people goes to that site.. they opt-in... that's the only legit way i know of.. even if you have the list.. you still need permission though
By squeeze page, I think webbmaster is saying to build a page offering access to something like a white-paper, however make users register before being able to view it. That way you get their information and you slowly build your own mail list of people interested in a subject you choose.
If you own a website and are thinking of promoting from someone elses mailing list you will want to use care. You have no way of knowing if the email addresses are opt-in or not. Get a spammer name for your site and you may never get rid of it. I agree with these guys, build your own list.
Try some E-Mail marketing software like Aweber and place Subscription boxes in all the blogs and websites. Create a mailing list and use it for Promotional. Aweber is good... If you need free stuff... try FEED BURNER
