Only they themselves will know but somehow I believe there's always a review team that will meddle with the search results. Things like maybe the bots might have missed out.

not for organic searches but they have a manual review team for adwords. they are cracking down on adwords advertisers who have a one page or few page site with nothing but affiliate links. these type of 100% affiliate focused sites are getting into the manual review process and getting the big slap. google have manual review for adsense as well to catch the frauds. but i have nt heard of any manual review for sites on SERP results

These are some interesting tales you're telling here. I'd be interested to know where you heard that, but I assure you it's not true. Managing top 20 results of every search is way too hard, it's all based on Google's algorithms which are better than a manual review team!

Yes, they do have a manual review team. In January this year, Google's Quality Rater Guidelines were leaked. I still have that document stored somewhere in my laptop.

Even if there is a team, that wont be open secret. I wont be surprised though if there is any. Think about making a small difference on top 3 positions for the keyword shopping.

Just trying to imagine how many man-hours would be required to review all top 20 results manually gives me headache. I seriously doubt this is true.

My guess is that just about everything is automated or they would need a massive staff!

Yes.The review team is exists. They have co-ordinates with few or more BPO companies to do this.

I forgot the company name but the BPO company ( It starts or ends with " lion" as their company name )authorized by Google to recruit and monitor the process. The selected candidates will manually review the SERP. Candidates paid in commission basis according to the quantity of work completed

I once taken the test to enroll this program ( In 2007) cleared first test and not taken the further tests due to my full time work.
