What kind of budget are you working with? Most hosts wouldn't allow proxies to be hosted on their VPS nodes due to all the resources it can consume.
Kind of depends on the platform. With vmware, you can choose to hard limit or not to limit a vm whether you want it to go beyond the configured specs or not. So for example, if you configure the vm for 512MB ram and 1 cpu, vmware will allow the vm to exceed that provided nobody else is using the resource. But, it can also be limited to never exceed. Additionally, you can also set a reservation. Additionally, vmware has vmotion technology which means should the physical server hosting the vm's start to get real busy, it will move the vm's to a different server in the cluster to balance out the performance, all in real time with no downtime. Customers who choose hosts that run vmware are going to get the most performance bang for their buck IMO.
