You can submit them in one hour, if you want. Not every site get crawled by the hour. Not every directory will accept your site instantly. Your links get crawled over the period of time not right away.
Sites get crawled at different rates and directories confirm your site at different rates. Google doesn't care.

Well it depends on where you submit your site to. If most of those directories are linkfarms, it will surely hurt your ranking. Or worse, you can be penalized.
Sudden influx of links can cause problems. But most link farms aren't going to accept you at the same time as each other. Unlikely but possible.
I dont think it effects because surely you wont be accepted by all the directories at the same time Now Would you.....You will submit to 2000 directories, 1700 may accept you and then that too in a time span of 3-4 months. Maybe on that first day you will be accepted in 50-70 directories and I do not think that will affect google much
It really depends on the time between each one being registered. If they are all in one day, Google won't be happy. If it is spread out of weeks maybe even months, Google won't register it as spam and instead your site will be raised in the SERPS.
You can submit to as much directories as you want. You will get back links and there is no reason to be penalized by Google.
