SEO question using CSS for layout - <ul> lists before or after content?

    If we are using CSS for layout, should we code our lists (internal site links) above the main content or below the content?

    Which is better for SEO? I would assume above the content.

    </head>

    <body>
    <div id="list1">
    <ul>
    <li><a href="#>Anchor Text</a></li>
    <li><a href="#>Anchor Text</a></li>
    <li><a href="#>Anchor Text</a></li>
    <li><a href="#>Anchor Text</a></li>
    <li><a href="#>Anchor Text</a></li>
    </ul>
    </div>

    <div id="content">
    <h1>blah blah blah</h1>
    <p>content</P>
    </div>

    HTML:

    Or is the opposite better?

    that depends on what you want indexed. If your div tags contain heavy relevance of keywords then I would suggest at the top, but if the keyword relevance is more structured in the body text then put them at the bottom. Make sense?
