My Non-Seo'd page outranks SEO'd page

How is this possible? I dont understand.

I have an internal page which is SEO'd for a keyword phrase. I have tons of external backlinks pointing to that internal page.

Yet my home page with no SEO for that keyword( ex: keyword density, meta title, meta description, backlinks, etc) OUTRANKS the internal page which all the backlinks are pointing to.

    Is this normal?

    Yep, pretty normal.
Main pages very often have more 'weight' than internal pages. Also there's a possibility that you have natural backlinks to your main page.

    I completely agree with him.
Main pages do have more weight plus some of the backlinkcs that you have for your inner page could be inproperly pointing to your main page giving it further more value.

Inner pages are harder to get ranked over main page. Most sites have link to main page on every page so they rank better.
