    For page rank it's essential to increase the number & quality of backlinks.Quality of backlinks mean getting links from reputed sites having high PR.And specially the links should be dofollow.Try on building more dofollow backlinks,your site's PR will definitely improve.

    Be sure that you really do the right process in doing those off page optimization. Because sometimes you might not noticed. Like in your targeted keyword and etc.
