Its for Sure a scam email.it will contain a phishing link which will take you to a page which looks exactly like paypal and it will steal ur login. BEWARE
I haven't got it, do as deluxdon said and go to the site and try to find the link, if you can't then email telling them about the email and it's address.
So,did you try logon to your PP account to check the link agreement? And where is your country coz PP policy change did not involve all country.

I've got such an mail too. Which is really strange is that the one I got comes from Paypal Belgium - and I'm a Paypal Belgium customer; as usual, the mail is in French; which is the language used in my Paypal account. In addition, I never get false Paypal mails to the address I got this one and the sender uses my whole name. Indeed, there's no link into the mail and yes, in my PP account there's a link to User Agreement changes. But when I click on this link, it doesn't load. This is really strange situation. Note: the email's sender is Could this mean that PP's got their database hacked? Dom.
there is a change to the terms of service and the email is not a scam. you can see the english updates here Or if you dont trust my link then go to www.paypal.com scroll to the bottom of the page click on Legal agreememnts click on policy updates (last one in the list) you will see You need to read the changes there
It looks like it may be updated for Europe only. When I switch the URL in the link above from "uk" to "us" it tells me there is no update at this time.
If the PayPal Email begins with the *exact* name as on your PayPal Account (for personal and premier accounts, your name - for business accounts, the business name) then chances are it came from PayPal. Phishing emails generally start with Deal PayPal User or Deal PayPal Account Holder... something vague like that. PayPal is changing their policies but only for certain countries. It is important to log into your PayPal account directly (not through any link) and check your account to see if you need to agree to these changes. Whenever in doubt, DO NOT click a link in an email. Open a fresh browser window, and type in the PayPal Address yourself.
