    you need to search for sites on same theme as yours & send them link exchange request, many websites also want to exchange links and they will accept your request.

    Only do link exchanges with like industry. Don't just link to any site. Good reciprocal linking can increase your SE rank significantly.

    If you know any blog in your particular niche, write to the blog owner and ask about guest blogging on his blog. It works and you're guaranteed permanent one-way quality backlinks.

    Send Link Exchange Proposal to sites that are the same with your niche. I recommend you Google search the target keyword you are using plus "linktous". For Example Search in GOOGLE "Online Gaming linktous". I hope that helps.

    and yes, try to exchange with people having similar niche and same PR. But I personally do not care about pr. pr's got nothing to do with serp or traffic or making monkey.
    But people with high PR think they're very important... so you must talk to them with great respect, or otherwise they won't exchange links with you, and that is what they would not do anyway...
