    I've built a WordPress theme with high AdSense CTR.

    You can download the theme from here and see it in action at http://mebeli.tv/interior/ .

    Have in mind that CTR also depends on the niche and the quality of the traffic. I my experience the CTR of this theme is much better than the average. Sorry I can't quote numbers, you'll have to test it by yourself. :)

    I know that it could be better and maybe I'll release an upgraded version soon. ;)

    All I ask for is not to remove or modify the credit links.

    No it's not more than 25%, at least not in my niche. But if you're a bit creative it could be. ;)

    I think if CTR is more than 10% is not good and your adsense acount can be banned

    I've never had problems with that high CTR.

    In this wordpress theme you can easily notice that it's not forced to the maximum. Yet it's high enough.

    This is untrue. I know people with 50% CTR and their accounts are fine. As long the the traffic is legitimate and you are not breaking adsense TOS you have nothing to worry about.
