I doing my website backlink in those high pr website from pr4 and above, at the same time also from the comment link as well, but the recent update from google, my website jus get the pr3.

 

Can anyone who tell me if the IP address change effect the SEO or not?
Please help me to solve this, My website is SEO by the Korean company, we told that our website will be on the first page on Google (two keywords) after four months,if not,they will refund all the money. it is three months now, but our IP address has to be changed, we did this without telling the SEO company, now, they said it is all our faulty, they said all thing they did is invalid because the IP changed. they will not give the money back. please tell is it true? does it really effect the SEO? thanks very much!
