I'd personally recommend sitepenguin.com since I host with them and the admin is a friend of mine. He has some VPS plans, though I've never tried them his hosting is top notch. I've had hosting with him for 2 and a half months without downtime. Tell him you know Justin and I'm pretty sure you could get a discount

A while back I think he was offering 50% off the first month, IDK if he still is. I know he has servers in the us, germany and england, but you have to ask before ordering to get on anything but the usa...

 

I am not sure about the bandwidth, but you should be able to get a VPS with those specs from a quality company around $40+ per month.
