You cannot require that people post a reply here. It is against dp rules.

1. I am looking for some links into my mentioned categories. It's a paid directory and told to post here so that I can easily find out their links who posted here. Because, I'll remove them who submitted free except the mentioned categories.

2. It's a quality directory. Customers purchase links for them, so it would not be fair to run such a directory with free script, theme or category. You get everything here in our own structure.

It's not necessary for them to reply in your thread. If you ask that they would send you a PM after they submit (so that you know it's a legitimate submission), it will acomplish the same thing without running afoul of the posted rules and may save you some grief (infractions).
