I have a PR 2 blog and would like to transfer it to com domain. Is it possible ? Does the transfer will affect my PR or SERP ?

If it's possible where the best place to get it transfered ? Godaddy ?

Yes. You can use your own domain on a blogger blog
Yes it will because you can't take your links with you. Basically you will be starting from scratch, SEO wise.

You can register a domain just about anywhere and change the DNS settings.

This is just my opinion, but having a PR 2 is not a good reason to stay with blogspot if you really want to put it on your own domain.

The only thing that would make me hesitate would be:

If the site is making money and I don't want to chance disturbing it.
If the site places at the top of the SERP's for a competitive term or phrase.
If the site gets 1k unique visitors and day and up.

A PR 2 is not hard to get, and hosting on your own domain, and hosting is the way to go.

Actually, A) I'm making money with this site and B) for some keywords I got 1st page in Google SERP. Although I don't have 1k unique visitors (this something I can buy isn't it ?), those A & B is the main reasons for me to stick to blogspot for now.

Also, think about the future too, you should not repent later for staying at blogspot.com when your blog wants to be more professional, and you get have a pr4 and 2000k visitors then.

Your PR and SERP surely will be affected but do not worry if your content is great. It will back soon.

You could redirect the blog with a meta refresh.

    <meta http-equiv="refresh" content="5;url=http://blogaddress.com"></meta>

if your current blog is in blogger then without any harm you can easily switch over blogger platform without letting PR gone.
