    You have to build Inbound Links for your website then only you will manage to capture it !

    Tes you can capture Google PR for you ned to build back link for your website this is only the way to capture PR you can get back link easily by Directory Submission, Article Submission, social bookmarking, blog post, one way link related to blog/ site, press relise etc

    Some old shool webmaster and seo would advise you, to build helpful pages with good content... Then you don't need to spam a seo forum anymore.

    You need to get your link/site on another sites page that has high pr. If another site with good pr links to your page and it's dofollow it can pass some of that along to your site. The smaller dofollow pr's linking to your site don't help your pr much unless you get a whole bunch of them. So try to get your link on a site/page with high pr with few other links on the same page.

    backlinks....from higher than your site's PR...that is the trick to higher PR...for sure...and they should be DO FOLLOW links too.

    Use backlink, web marketing, continuous quality content if you dont have anything new to update with quality standard then dont update. and try to provide what visitor really want to see from your site and be patient. Then you can have good PR ranking.
