The Buy/Sell/Trade section at website master forums are some of the places where you can get seo clients. But that is so competitive and under-cutting rates that it is not worth a bother unless you have lot of time or can outsource the sourcing of clients for you at an affordable price.
I think its impossible to get clients from forums, the only way to do it is referrals and networking in real life... some of the recent work that I have done has pretty much earn me 100 GBP's an hour. You are lucky to get 5 dollars on these forums.
You can find SEO clients on almost all webmaster forums like mentioned before. SearchFeature.Com listed the best webmaster forums through a poll. You should check it out, I think the results are accurate And if you wanted to try something else than forums, just contact website owners directly through a contact form on their site and show one of your best threads on one of the forums. It will give a nice first impression, and from the 100 mails sent, you might get 1 - 5 customers. And I'm sure you know that 1 to 5 customers can bring in a lot of money - Aquarezz
SEO clients at SEO Forums? I don't think this is where you want to look unless you want to work for next to nothing as someone mentioned before. Aren't SEO forums where SEO people come to outsource work for REALLY CHEAP prices?? Or to exchange ideas/methods with other people in the SEO field? I have yet to see anyone stumble into the DP forum and say "Hello, I need to hire someone to optimize MY website" (if someone did, they would be bombarded with PM's that would surely undercut your prices). Most people here are outsourcing for their client(s) and are the 'middle man' which means your profit goes down. My advice would be to join forums related to a niche of your interest and become an expert in their field giving them basic advice and have some SEO term in your signature linking back to your site. I do this and have no problem getting clients looking for 'directory submission' and more than happy to pay .14/per submission or pay $30-$50 for a well written article. Just my 2 cents Jeff
