    It is certainly against TOS for two reasons. You may not show ads on pages without content other than the ads (the pop up shows nothing else than ads) and you may not invite/ask people to click on the ads. I am actually not sure if you may not use pop ups at all, but two violations of TOS are clear in your example, one is already to much so the question if there is a third violation is irrelevant.

    Yes this is a definite violation. Dont not do something like this if you hope to keep your adsense account.

    WOW! That is one of the biggest violations I have ever seen. I wonder how long it has been like that, and how they haven't been caught yet... It kind of sickens me, innocent people get banned from adsense, but they have people like this running around and doing things that are CLEARLY illegal!

    Not to mention, it doesn't even work correctly. The ad that you click opens on the same page, so when you try to go back, they try to click again... Wow! Just Wow!

    I reported it because I use adwords and don't see why I should get robbed of my money from cheating sods like that website owner!

    Come back when you know what your talking about!

    Google has the last laugh as they get to promote on his site and get paid, the advertisers on the adverts get money money back and the website owner loses out!
