A few to get you started.

-Frist and foremost read their rules, each one has specific rules
-Focus on the bigger ones, like ezinearticles.com and goarticles and a few others so you can submit quality articles to them, others will pick up later. I'm not saying don't submit to others but just that focus more on quality than on quanitity.
    - Write short articles like tips.(I always find short informative articles best)..for example for your webdirectory you can write an article about how to choose a good paid directory and so on.
    - Always spell check :p
    - Review your articles atleast twice before submitting anywhere.

Article length varies, although at least 250 words per article is what most article sites insist on ... some insist on 500 words.

Article sites that keep links live are the ones you should focus on - as not having a live link will not gain you an inbound link. Similarly, you should not submit to any site that does not keep the about author section unaltered... some pay put nofollow tags which are ignored by Google (but not msn or yahoo).

Regular articles - maybe 1 per week to some of the bigger article sites can get others using the content.

Always submit to the appropriate category - if you dont submit to the correct category your article may not get published.

Overall, ensure that you read the submission rules and that the article contains no spelling or obvious grammatical errors. The easier your article is to read and if it follows the article directory rules, then publishing it will only be a formality.

You can use an article submission service if you wish to have it appearing in several sites quicker, or leave it to webmasters to pick up the content from other article sites.

I think a lot depends on where you want your article to be published and why you want it to be published. You can certainly write a short article that gives generalizations, but that will probably only show up on the free article directory sites.

I would suggest 800-1,200 words for an article if you want to see it published in ezines and newsletters. Based on my own experience as a writer and as a Webmaster of a site that people submit articles to, that long articles that offer quality information are always preferred to a 250 word article that has 3 links in it with only generalized material.

If you take the time and effort to write (or have written for you) an article that truly offers quality information you will get many more backlinks and visitors.

Just my two cents. I use thephantomwriters.com for my article distributions and get a number of backlinks from this, isnare is also a very good service. They take care of the manual submission for you.

I've got a decent list here....

    www.articlegarden.com/articledirectories.php

They are all AD sites, I'm getting a list ready of all that I can find soon... going to put them in alphabetical order so they're not all on one page, etc...

A lot of different views here. Research that I have read suggests long articles lose the readers focus, but they need to be long enough to put the message across (e.g marketing). My adivce is to aim for 400-500 words. This is accepted by most article publishers.
