As short and focused as you can make it. Per W3C recommendations, the title tag should generally mirror the <h1> tag.
What kind of site? On a blog, I like to give brief description, when it was published and how many comments. A common number that has been thrown around is 65 characters. Google is now starting to support longer snippets though, so 65 may be too short.. Just try to keep it to one sentence, and try to only use words that are in the title/content. If you don't, Google will ignore your description tag, and use it it's own based on your content. Here is a good tip as well. After you create a page watch for it to get cached by Google. If it doesn't use your description in the snippet, rewrite it. It will get cached again later, depending on your site.
