After I recently added a debit card to my personal account it appears i am now paying fees on normal payments I receive. Question: if i remove my card from the account will I no longer have to pay fees like in the past?

Buddy, paypal now taking fees on all the accounts..personal accounts as well. The only way you can get rid from this fees if you receive payments via Gift, others, or Mass pay. You do not need to remove your card.
