A psd design and it must be coded into the vbulletin. This can be done through the backend of vbulletin as people who have experience know this!
I would like to point out to the contest host that Vbulletin designs/coding can cost upwards to 1000$ , its very complicated coding. I do not think anyone on this site will be able to do it for only 150$.
Well there is no big matter the cash here... The point is that most (almost everybody) designers here CAN'T code, and that is hude problem for this contest. Maybe you should find person that knows how to code it, and for what prize, and the other money from your budget to give here for the design. I hope you understand me, and I'm sure that if you do that, you'll get great contest
