My domain has been blocked by many blogs

    So, I can not do comment posting any more.

    Well, I can. But it is very inefficient now.

    Besides blog commenting and forum posting, what is the next good thing to do to increase backlinks?

    Actually if your site is related to drugs, pharmacy, medicines and casino many of blog don't accept link like that.

    Well, if you repeatedly spam people's blogs, that certainly won't help. I would even say it would hurt.

    Try advertising your site in appropriate places, that could help.
