I thought it was ordered by address and who is the closest to whatever the position is for that city. Say if they say the center of the city is a certain address then who ever is closest to that is ranked the highest.

Havent really researched it all but that is how I thought it worked.

Add your business in local directories like Switchboard, citysearch, Yelp etc.. This is the easiest way to get listed in local search engine.
Start Getting links. It is important that inbound links coming from specific geographic location you are pointing.. It will drive amount of local traffic to your site.
Make sure that when you release a company press release, to include your address and phone number– it’s an easy way to get sites to link to something that has your business information on it.

while optimizing site for local search, keep in mind that your server should be located in us only.

Find local directories and sites and submit your site into that directories like local.com, sugerpages.com etc.

Try to find out local content and do comment in that blogs..

    1) Optimise your local business rankings for the right keywords/place name
    2) Optimise your site for locality (address on home page, google map, town name in page title, local phone number etc)
    3) Get listed on local directories and other offpage sources as Google looks to validate your location
