To increase PR of a site, you will need to get backlinks from pages that themselves have high PR and less outbound links. PR depends on the quantity/quality of backlinks.

 

Get DOFOLLOW links from RELATED websites, with good PR.

ok first, why do you need pr ? if you want a better position in google, then get relevant links regardless of pr.. the only reason to explicitly try to increase your pr is if you plan to sell links..

Google doesn't look at your back links page ranks to determine what yours is going to be. It simply looks at how many back links you have.
