    Hello.I guess you built backlinks really fast,huh? Or did you over seo`d your pages? If it`s the latter and you got banned by google, then clean up your site and ask for a reinclusion. If it`s the first caso though , then you`ll just have to take it easy on the link building. Please provide more info. Hope this helped.

    it depends on what you did... you cannot really be penalised for building links too fast. As you will only lose your ranking for a while and if links are fine you'll come back stronger.
    So you need to be more clear with the issue.

    How do you know that you have been penalized? Do you have any evidence of that.
    Something SERPs change and it hasn't nothing to do with your site being penalized.

    Where you got penalty? SERP or your site is not getting indexed?
    In any cases, you need yo wait first. Keep updating your site and getting some quality backlinks.
