Pagerank depends on the number and quality your backlinks. You need to build a lot of links from websites with the same or similar niche like yours. The most popular methods of linkbuilding are link exchange, article marketing, forum marketing, press realises, buying links...

 

or build your own dummy blog as many as you can, then take a oneway link to your main blog/site.
