I think that the best video editing software would largely depends on what task you're trying to accomplish. If you're aiming to making a relatively advanced, workload-heavy video, your best bet would be either Sony Vegas or Adobe Affect Effects. If you're trying to make simple, clean business videos, then perhaps try Camtasia Studio.

If you're on a Mac Final Cut Pro 7 is the way to go. If you can't afford it go for Final Cut Express

If you're on PC Sony Vegas I heard is good and Adobe Primeire

Adobe Premiere is tops in my book. The new CS4 version (with updates) is able to handle the new AVCHD format that the high-end consumer HD camcorders shoot in these days. You need a pretty beefy CPU to handle HD editing, but SD material should cut nicely on most machines. For HD, I recommend at least a QUAD core processor... new Core i7 machines handle HD footage very well IMHO.

What is your final format going to be? Is the video for web distribution, DVD's, Blue Ray, Flash, H.264 compression, ect?

Hey, Adobe after effect for composition - effects lighting etc etc - use adobe premiere pro for video editing. Adobe premiere pro uses timeline bases stuff and you can do transitions from scene to scene. Adobe after effects has so many effects - lots of plug ins you can use to get your desired result.

I recommend using them in tandem!

Though that would cost you around £2.5k
