It´s impossible. An image can be either a vector or pixel graphic. PNG means optimized, lossy pixel graphic.
This image is showing as being used elsewhere. TinEye is a image copyright infringement tool & tracker. If this is the case, due to stock art usage Laws / agreements, the contest holder may NOT claim or retain any rights at to the designs in question. @ jfarmer, if you plan to purchase copyrights of designs submitted here you may want to be sure they are original & not infringing on others rights & or license agreements. I was also very impressed by the image that you found and back searched through the users posts to find that they had never submitted artwork of that quality in the past so i assumed it was stolen. Here's My logo concept I decided to go ahead & enter this contest. I included my original vector sketch (Lines /Paths) & finished (Colored) logo for comparison bellow.
