why do you need the c-class IP changes? most hosts don't have access to too many c-classes and most won't give you what you need without proper justification of service (either by ARIN or another provider) because IPs are limited in the world and the risk of spam like this is high. I'm sure if you're ready to answer those questions you'll find a host in no time, otherwise just go with 10 different hosts or just go with one host and don't care about the c-classes. C-class changes don't really make a difference in SEO if that's what you're trying to do, Google has come out a while back saying it themselves. But good luck to you.
