    1. The CMS is simple. You can adminstrate almost everything from the admin panel.
    2. Yes you can change language from the admin panel but a little might need changed manually from the template (really easy)
    3. I can include 1 month free hosting but you have then search another hosting or pay for a little hosting fee to me (I have my own dedicated server)

    Pligg is free and open source.
