High PR mostly depends on the quality and also PR of back links to your site. But this irrelevant on SERP you will get. Better SERP also depends on many things like quality of the content in your site, the way you create and maintain the site and so on, so normally get good SERP is more difficult than get high PR.

You can start with directory submission and the content is most imp, it should be quality content and unique in sense. to ma new domain i got PR 2 in first 4 months.. that was jus cos of these factors.. lot of directory submission and backlinking.
- you should target on traffic rather than PR - no one can guaranty on PR - focus on getting some quality one way links from same niche. - build your site with quality content, links will come by its own and increase the PR with time.
As put so fittingly by the SEOMonk, The first thing you must do during or after building your site is to optimize the pages. Prior to beginning your optimization efforts though, you should make very certain that you have the best possible targeted keywords to optimize your site for. A site optimized for traffic that will not generate revenue is of very little value. Once you have these keywords then optimize the pages for them. Posting blogs in high ranking blogs will do more for improving SERPs than anything you can do upfront. When you have your SERPs at a position you are comfortable with (not necessarly satified with) you can focus on developing additional traffic and future PR at the same time by submitting to directories, article marketing, social networking and the numerous link building tools that are available. But while building links, do not forget to post blogs linked to your pages. If you ignore your blogging for just one week, your SERPs will suffer drastically. Your money is in SERPs not PR. SERPs provide you with traffic. PR can but it is more useful to obtain better quality backlinks rather than organic traffic. A PR6 site can and most usually is below a PR1 site in the SERPs so PR is not vital for traffic. I give away websites and I teach these fundamentals to my clients that take a free website from my site at: http://www.freewebsite200.com These people are new at the game and like many need to have have a strong game plan. Without a plan of attack we will all lose our focus on what procedure we should follow. Good luck! If you concentrate on search results first and then website promotion, you will do fine.
First at all, you need to have unique quality content. The, build link, you need to build quality backlink
Always try to find yourself some new back links to your website. I recommend you to set a daily goal of a specific number of new links. That way you will not forget about getting new links to your website, and when you finish the job, you can start and create new content.
If you want to rank on a Google Page 1 in a couple of weeks then building free backlinks will be too slow and ineffective for you. You need to find 5 authority sites in your niche and buy backlinks from them. If you can't then you need to buy PR7 or above links from PRIVATE sites. Make sure your links are from high PR PAGES and not just high PR sites - this is the quickest way. Also, make sure you bookmark the pages where your links are on - this will get Google to puck up your links quickly.
Actually your content should be in place before you get your link developmnt going. It's far easier to get links if you have something worth linking to. Wrong, false, and baloney. As I've shown in this and other threads, you CAN get a page 1 (or even a top) listing in Google within a short period of time by acquiring "free" links. They're called MERIT BASED LINKS and are acquired by writing unique, quality content that is highly targeted to a specific audience that is so well-written that they'll be trippin over their own feet just to get in line to link back to you. As for buying links that pass PageRank or otherwise affect rankings, that practice violates Google's Terms of Service and is a quick way to get your site penalized if not outright banned.
I agree above nice thread pop in ...... but the PR theroy your about is diminished by squatters in the serps... and G will slap you any how ......... then what"" ""like I was saying" chasing PR is like chasing a duck in a swamp when you catch the duck you sink in the swamp anyway.....
So what? Honestly, as long as your rankings and traffic are improving, forget about the PageRank. And if they're not, then your site has far bigger problems than an artifical number that's 3-4 months old by the time you even see it anyway.
pr pms it is the same thing ...... its good then its bad ... get over it .... or spend huge dollars on pr links then get kicked out of Google
