Do you have your hosting?
First of all,launch a site with your personal hosting.Lot of shared webhosting companies are offering cheap deals.You can browse in this forum for coupons.
If not affordable,take a free webhosting but it has it limitations.

Build your site.I recommend Wordpress which is good for better Search Engine Optimization.

Post some articles.Original content is always better.
Spin each article to create minimum 30% rewritten.
Post original article to your site and all the spinned versions to top 20 article directories.
Wherever you are posting,take that post URL and ping that in pingomatic.com
Take all the URLS and convert them into RSS feed and Submit that to RSS Feed aggregators.
Get some quality backlinks to original site.For this You have to select some keyphrases.Use these keyphrases in your spinned articles.Use as anchor text.
Always see that your keyphrase should be highly searched and low competetion.
