Adobe Flash can also create some vector work as well. And I'm sure there's other 3rd party program you can find.

Corel Draw and Adobe Ilustrator are the best for vector images.

Common vector image formats are: .AI,.cdr, .EPS, .SVG

In Photoshop you can make a vector if you have made an image from a scratch with saving as an EPS file. If working fith a flat image (JPG) you should create a CLIPPING PATHs, export the paths and save it as EPS file. This is a short explanation. There are other software that can convert raster to vector images also

I guess it really depends on what you are looking to do with it, but the most simple way would be adobe illustrator

not sure but was Illustrator mentioned here? :p

The cool thing about Illustrator and PShop is you can create and size the image in AI and then drag and drop it in PS(unless you are looking to do print only at a high resolution which wouldn't be a good option.) convert it to a smart object and adjust at will.

Again regarding print versus web, make sure you are using the correct color formatting (CMYK vs. RGB)

Illustrator is the industry standard these days, but InkScape is a good freeware program or so I've heard. I typically do everything in Flash though.

I would use flash if you dont have much experience with vectors, the learning curve with flash is preety easy and there is TONS of tutorials and communities online focased on it.

For vector graphics at a reasonable price use Xara Xtreme (pro).
It has all features of programs like Corel Draw and Illustrator, but at a more low price level.

Only if you need to do a lot of detail work, or convert a lot of bitmaps to vector, I would recommend Corel.
