Are you nuts? I would find some successful business on internet with that money and would have got started with it!
OK. 3500-4000$ I would invest into upgrades - that means paying a hard code team to do the best they can in programming, giving the users the best interaction. If my website was being visited by a certain country, let's say Indians access it a lot because they found useful (maybe Indian) information, I would spend about 500-1000$ in promoting it through blogs - I would pay certain Indian bloggers with influence within the Indian Internet.
as long as i was happy with the conversion rate on the site itself I would outsource traffic generation with the money. dave
Promote by having the most effective method. don't see how big the money we have, but concentrate on how effective the method. If I have that such money, i will spend the money on: - article marketing - social bookmarking - press release - adwords or other PPC I will throw all efforts on those activities, especially on adwords that need more cost good luck
If i had $5000 i would advertised my ads in newspaper, adwords as well as buy a good plus reliable marketing tool that can benefit me a long run.
I would mainly use it to promote my site through PPC programs or by buying text links on various websites, either option will give you great traffic in the short and long run.
In order to know where to spend your money, you'd have to know where your visitors would be coming from.. In short, know your visitors!!!
