    Your title talks about Page Rank but your thread focuses on the SERP's. So whats your exact requirements. Anyways whatever you are planning for, just target getting backlinks for good and relevant sources. The higher the PR of the backlinks the higher will be your chances to have a higher PR.

    Free Directories Submission takes time for your site to get listed.The organic listings takes time to get listed in the search engines.So try to get more backlinks for your site.It will bring your site to get the results in the top position for the targeted keyword.

    Apply all SEO and SMO techniques but just be careful as try to obtain all links from Deutschland related websites and also all SMO from same Deutschland related social media, Add this word in your keyword also and add Geo-targeted keyword i.e the place name to specifically target regional related Google. And if your website is hosted at a server at your regional area then it would be easier. And yes SEO is a slow process u just can't get anything withing 2 weeks you have to have patience while performing SEO

    There's no way you can increase your pagerank and Google ranking by just allotting 2 weeks of linkbuilding activities. It should be a continuous process. I suggest you focus on exchanging links with relevant, high PR sites and even blogs to boost your PR.
