Need WP Theme Modification Help

I need a wp theme modification, should be simple enough.

The pictures at the top of the theme are tied to blog posts, I would
like the top image to be static, and the image slide bar to go to categories
not posts.

Clarification: I received a few PM's asking for clarification ...

I need 3 changes

1) The large image at top is currently placed usinga featured post function.
I want to replace this with a static image (may need to resize the frame)

2) The slidebar of images is placed using a slidepost category and number of slideposts
I want this to be changed to show static images linked to the different categories.

3) On the main page, each post has a "NO IMAGE" image that I'de like removed.

can you show it via other website?

 

Do you need these static images and links to categories to be managable by the admin panel? I can do it either way, but the admin panel would be more expensive / time consuming.

I'm up for the job.
