    No, account aren't available to public yet, its in beta phase.. its probably cost 99 dollars per year in fees.

    Payoneer Team doesn't support direct account for International Resident. But you can easy register it throw them partners .

    With this card, you can received money from your friend , your business who offers to paid throw it. Also, you , your family or your friend can fund money for you directly with credit card or Western Union .
