Depends on what you're using it for, what your level of expertise is, if you;re wrapping it around or within another site or software, etc.

Depends on a lot of things. There's no one perfect forum software.

PHPBB is decent. If possible I would go with vbulletin but definitely a little pricey for non-business usage.

Any reason why or are you just saying so for post count padding purposes?

No, I was just saying my opinion about forums as thread subject, but I think you said your useless comment above, which has nothing to do with thread subject, just to post count padding purpose. EDIT: When I checked your join date is June 2009 and you have more than 600 posts in this short time, now I am pretty sure why you posted that comment! :)

I like vbulletins best. But last year I haven't go enough money to buy license and say bye bye to it.

Now i'm using Simple Machine and PHPBB.

    They're good

I use vbulletin but am looking at using mybb for another forum i want to start - one thing i really need is support for stopforumspam.com - very useful - stops 99% of forum spam they have the mybb mod here: http://mods.mybboard.net/view/stop-forum-spam
I would install this today to stop spammers/scammers - its free.

phpBB is a very good free forum script. It has new version 3.0.5 is out. you may wanna use phpBB SEO URL mods, and your forum will have search engine friendly pages as well. There are lot of free forum themes available as well for phpBB Script.

PHPBB is the best one, but only the 2.* versions, not new ones...

You really can't say it's the "best" unless you have tried all.
