    Yes WP is best for seo. Though I have using bloger as its indexed in Google so quickly.

    You dont have to do the /year/month thing in permalink if its a new blog.

    Both are great for seo, I would suggest you buy your own domain, so later if your site gets bigger, you can sell it.

    SEO does not depend upon the host platform.Still then wordpress.org is better than the free Blogger platform for SEO.:)

    SEO does not really depend on the blog but on the way you use it to create your search engine optimization, using correspondent plugins. I would just suggest that you use wordpress because i think it is better but it does not really have any edge or disadvantage over blogger.

    Free hosting platforms i would choose blogger, but like the others above get a hosting plan and install wordpress standalone ... works better and you would have more control
